Purchase Windows runner minutes for shared runners on GitLab.com

Problem to solve

We'd like to provide shared Windows runners for our users on GitLab.com. Once these runners are available for use, we should consider how we price and bill for these runners.

Proposal

• A user should be able to purchase shared runner minutes for GitLab.com that can be used toward jobs run on Windows runners.

Assumptions:

• Any tier of GitLab.com will be able to purchase these minutes. We may want to make these only available for Silver or Gold plans.
• These minutes will draw from the same pool of runner minutes as our Linux (and macOS) runners.
