CI View for detailed site speed metrics

With Browser Performance Testing we expose a number of metrics from the Sitespeed.io report to the user directly on the Merge Request:

However, the artifacts from Sitespeed include a lot more than just those few metrics. In fact, the artifact package contains an entire HTML based report:

We should enable this report to be viewable by the user as plan to do with other CI Views.
