Convert email thread to GitLab issue

Problem

• Email is not good for collaboration.
• But many conversations start in email.
• Interactions with outside customers also start with email often.

Proposal

• Given any email thread, convert it to an issue by simply forwarding it to a specific email address, probably associated with a GitLab project, similar to Service Desk.
• Email thread becomes the description of the new issue.
• GitLab replies all to the email thread with a link to the created issue.

Bells and whistles (ie future improvements)

• Parse the email thread as a conversation and have that reflected in the issue description and/or issue comments.
• @-mention users and/or notify users of the newly created issue who need to be. This can be done by GitLab parsing the email thread and seeing email addresses and matching to GitLab users.
