Create board with milestone lists already pre-populated

When creating a new board, have the option of creating a board with milestone lists already pre-populated.

These milestone lists can be upcoming milestones so that it the initial set makes sense and the user can tweak afterward.

This is similar to board types and board templates/clones. But it can be implemented separately by just natively looking for upcoming milestones in the given project or group. Also, we have a flow for creating new boards with the modal. This option can be incorporated there.
