Automate GitLab Crowdin Bot commits

As raised by a member of the GitLab translation community on https://gitlab.com/gitlab-org/gitlab-ce/issues/56117, @gitlab-crowdin-bot had not committed translations done at Crowdin to gitlab-ee for the last two months.

Looking at the bot's activity, it would seem that at some point after July 2018 automatic translation commits were stopped. Currently translation updates back to GitLab are probably done manually:

Having regular updates not only motivates but also helps translators check the result of their work, and provides a tighter feedback loop in correcting localization mistakes.

Is there a way we could reenable that automation? Were any challenges associated with it that caused it to stop?
