Security dashboard: new empty state illustration for permission / config errors

Problem

When a user has chosen to see the group security dashboard as their default group view and navigates to another group that they:

1. don't have permission to view the dashboard or
2. the dashboard isn't configured or set-up

We show them this empty state:

Permission/config empty-state

This is reusing the illustration already designated for another security dashboard empty state.

Solution

Design a new empty state illustration for this edge case.
