Incentivize adding more members to groups on GitLab.com

We know that it's valuable to encourage larger groups on GitLab.com. These groups tend to be more engaged (more members = more activity) and are more valuable (more members).

After we ship a way to encourage groups to add more members, we should consider incentivizing groups by offering them something valuable.

We can even offer multiple reward tiers based on the number of members that are invited (and activate, it shouldn't be possible to get rewarded by just invite spamming). As an example, something like:

• 3 members: free Gold for 2 months
• 6 members: additional CI minutes
• 10 members: 20GB repo size

We can start out with 1 reward and consider multiple rewards if it helps drive group size.
