Add a Changelog to our common library

The Common library in Security Products is lacking a good Changelog file.

The file should contain the previous tags information: https://gitlab.com/gitlab-org/security-products/analyzers/common/tags and should follow https://keepachangelog.com/en/1.0.0/ (so with dates if possible).
