View previous design versions

Problem to solve

Support for uploading designs is being added by https://gitlab.com/gitlab-org/gitlab-ce/issues/56549 which will new versions of the design to be uploaded, but only the most recent version will be shown. Viewing previous versions is important to allow software engineers and product managers to see the evolution of designs and return to previous versions.

When designs have been attached to an issue I will be able to view previous versions of the designs.
