Identical subgroup labels are duplicated at group level in the issue tracker filter dropdown

Steps to reproduce

  1. Create a group
  2. Create two sub groups in the previously created group
  3. Create an identical label (same color, title and description) in both of the recently created subgroups
  4. Go back to the group level issue tracker and try to apply a label filter
  5. Observe how the labels are duplicated in the filter dropdown even though they are identical

What is the current bug behavior?

Identicals subgroup labels are duplicated in the top level group issue list filter dropdown.

What is the expected correct behavior?

Identical subgroup labels should be colapsed into a single label in the dropdown (this was the behaviour in a recent version and this issue started only to occur with the 11.7.0 upgrade)
