"Create new issue by email" not shown on project with no issues
Summary
The "Create new issue by email" link is not shown when the respective project has no issues yet.
In that case, only a "New Issue" and "Import CSV" buttons are shown.
If there are some issues, even if they are all closed, this doesn't apply.
Steps to reproduce
Open the issue tracker for a project with 0 issues (a new project, for example).
