Container Registry API returns 404

I'm trying to use Container Registry API (docs) on self hosted gitlab and it returns 404.

notes:

• projects/13/ returns valid data but projects/13/registry/repositories returns 404
• project has an active registry with published images there
• version: 11.7.0-ee (c02f0d47)
