Tags overlap last contact

Summary

In the runners section of the admin page we have found an issue where long tag names will overlap last contact making both sections unreadable.

This is in version 11.6.5

Steps to reproduce

Create an runner with a long tag name. Go to the runner section of the admin page look for the runner you created and you will see the runner tag overlapping the last contact time.

Text in tags/badges should truncate if the width is the constraint. The truncation should be aided with by tooltip to show the full value.
