Add prioritization component in Edit issues sidebar for manual ordering

Not sure if this was already considered, but one solution to sorting issues beyond the 'top X' in the drag-and-drop UI might be to make use of our existing Edit issues UI.

Select multiple issues, and select whether to prioritize them before or after a certain issue (no matter what page it's on). For example:

This would solve the 'number 503 to number 10' problem, and also bulk/multi-select.
