ee-specific-lines-check fails on dev

Just like https://gitlab.com/gitlab-org/gitlab-ce/issues/56760, ee-specific-lines-check is checking against master on GitLab.com's CE and EE repositories. ee_specific_check.rb appears to have this hard-coded: https://dev.gitlab.org/gitlab/gitlab-ee/-/jobs/3834622

We should adopt the same techniques in solving https://gitlab.com/gitlab-org/gitlab-ce/issues/56760 as we do here. Or we could just disable them on dev.
