All EE service options lost in 8.11
These lines seem to be omitted in 8.11 altogether with no git history:
When I look at all the commits in the history, I see no sign that these EE parameters disappeared:

This is currently breaking Jenkins CI (https://gitlab.com/gitlab-com/support-forum/issues/946). Fortunately, there are no other EE-specific services.
