Global Labels not available in new project

Summary

When creating a new project, the system wide default labels (global labels) are no longer available to the new project. At the same time, it's impossible to add a label with the same title.

Steps to reproduce

• Create a new project in an gitlab environment with global labels
• Go to Issues Labels
• Alternatively, go to Issues Boards and try to add a board with a global label
• Try to add a new label with a title of an existing gobal label

What is the current bug behavior?

The system wide default labels are not added to the project / not available inside the project. At the same time, it's impossible to add a label with the same title. When trying to add it, we reveive the error message, that this label already exists.

What is the expected correct behavior?

The system wide default labels should be available inside the project.
