Reduce the scope of Geo JWT. Step 2

In https://gitlab.com/gitlab-org/gitlab-ee/issues/3868 we implemented Geo scopes but didn't enforce them. In this issue, we need to do that. Part of it already implemented in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9206 so it can be extracted from there.
