Allow "Additional text" for emails to have both a header and a footer.

Customer needs to have boiler plate text at both header and footer for all emails that come out of GitLab.

Customer has strict governance guidelines on emails. Each email that is sent needs to have a header and a footer.

Note that we already have an Additional text feature in the admin panel:

Proposal

• Adjust labels for the current Additional text feature to reflect that it's additional text for the email footer.
• Add another, similar input area for the email header. Similarly, allow a user to enter a message (same character limit).
  • This message should appear before any other content (including the logo).

What does success look like, and how can we measure that?

Customer will be able to include a predetermined header and footer for every email that comes out of GitLab.
