Remove second primary button from geo empty state
Summary
During the update in !8576 (merged), we've missed deduplicating the primary buttons available in the Geo empty state.
There is only one primary button since there can only be one primary button per form. If there is a need for more than one button, the other should be a secondary button.
See https://design.gitlab.com/regions/empty-states#design-specifications.
Steps to reproduce
Go to /admin/geo/nodes
.

Possible fixes
This could be fixed by updating the haml template like the following:
diff --git a/ee/app/views/shared/empty_states/_geo.html.haml b/ee/app/views/shared/empty_states/_geo.html.haml
index 2f10bdaa792..6e1468bac8f 100644
