Filter issue notification mails that only contain slash commands

Since the new slash commands gone live I'm now receiving a couple of mails where the only content is /subscribe etc. A good example where this happend is issue #78 (closed).

I think GitLab should filter any email notifications where the only content in the body is a known (perhaps even unknown) slash command.

Workaround: Create a simple local mail filter rule.
