Project Level Banner Message

Target audience
There are some cases where a banner message would be helpful for a project. In customer success, we use a project that has a file in the system with specific instructions. Many times when this project is getting started, the folks using it don't realize they should check that file for specific instructions. It would be helpful to configure a banner message for this project.
Users that might need to be notified of something on a per-project basic. In this case, it is some first step instructions when importing this project template.
Further details
This would be another feature that is available for self-hosted, but not available for gitlab.com users. It would also make sense to have this option at the group level.

What does success look like, and how can we measure that?
Allow a Maintainer/Owner to be able to add a project level system message such as we can on self-hosted:
