Operations dashboard icon is highlighted on settings page

  When on the settings page, the operations dashboard icon is highlighted. I find that confusing (especially because of the breadcrumb: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24301#note_131297772) and I'm not sure if that is intended:
