Create a user via SCIM

Problem to solve

When an enterprise adds a new employee to a connected identity provider, they may want to provision the user in connected services immediately. One use case is being able to manage access control on the identity provider; some organizations may define a cut-off date and automatically deprovision users from connected applications. Other organizations may want to set up an employee ahead of time, so they're able to configure their permissions/projects on their behalf before their arrival.

Proposal

• An identity provider should be able to interact with an SCIM API endpoint for a group and create a new user. The user should be created and added to the group.
