Protected branches drop down does not show all users

The drop down for users to select for able to merge only shows the first page of users from the user list in the drop down. You have to search to find/see any more. And after selecting one that you had to search for, when you add them your user count gets set back to 1. After refreshing the page the correct number is shown. Without seeing the full list of users its very hard to see who can and cant merge. To produce this bug you need to have over 20 users.
