Message to users from gitlab send by service desk is hard coded:

- Service Desk Administrator
- Gitlab Instance Administrator

- Many people do not speak english
- adjusting the messages is crucial for customer experience
Proposal
- Define an Instance wide setting which allows to change the message template and subject
- Define an group wide setting which allows to override the message template and subject
- Maybe define an project wide setting which allows to override the message template and subject
What does success look like, and how can we measure that?
- Atleast the instance wide template is available and can be freely configured
