Smart behavior of diff discussion submit shortcut

The default behavior of diff discussion submit shortcut Cmd+Enter is to submit the discussion immediately.

We now have batch commenting enabled on GitLab.com and whenever I start a review and left my first draft discussion, I am unable to use the submit shortcut anymore because it immediately submits the discussion and I have to click the Add to review button.

When there is a pending draft comment, would it make sense to change the Cmd+Enter behavior to Add ro review instead of Add comment now?
