Reconsider the versioning of License Management

Problem to solve

We should revisit how we version and release the License Management project to align with recent changes done on SAST and Dependency Scanning.

Proposal

• Migrate to a semantic versioning
• Build Major-Minor-stable docker image for matching GitLab monthly releases
• Update release process
