Make errors due to gitlab-secrets.json missing/regenerated more evident.

Problem to solve
Often in support we face the situation where a customer didn't handle gitlab-secrets.json properly. The errors that this yields can be somewhat cryptic. Please consider if it would be possible to make them more evident either in the UI or in the logs.

I'm not sure if this would be feasible code-wise, most of the client code I've seen manipulate the cyphered object abstracting that it is in fact encrypted.
What does success look like, and how can we measure that?
