Rename "license management" label to "license compliance"

We are renaming License Management to License Compliance (see &659 (closed)).

Proposal

  • Rename the license management label in Category::License Compliance for gitlab-org.
  • Announce that change at the company level
  • Update related scripts (gitlab triage bot)
