Epic status or approval - From pitch to funded/sponsored to in execution

Epics can represent medium to large business initiatives. Currently, with dates on an epic, we have the ability to largely track and manage the initial planning and execution of epics.

However, with business initiatives, they often start out as pitches. Perhaps there's a business plan. There's an initial concept, and it goes through review by several folks, perhaps even gates, before it gets funded/sponsored.

There should be a way to achieve this in GitLab. Perhaps the simple MVC is just simply some type of workflow status. In the future, it might be approvals.
