Assure people that a private/confidential issue is not exposed in the list of related issues (and in other places)

When you have related issues, you may have confidential issues or a private issue that is not viewable to the public.

At GitLab, these could be customer issues or a security issue. Sometimes for GitLabbers, they may be concerned that these attached issues in the related issues section is viewable to the public. Currently this is not the case. But it is nonetheless concerning for people who can see them in the list.

Proposal: Have some visual UI to re-assure people that this information is currently not being exposed. I can't think of anything at the moment that would work. Maybe a tooltip? But then that relies on people hovering on it. Do other people have better ideas?

This also applies to issues in an epic, issue cards in a board, or even issues in an issue list.
