Show pipeline status on Ops Dashboard

We should show the overall pipeline status on the Ops Dashboard. We didn't have time to fully implement this during the initial Ops Dashboard sprint: https://gitlab.com/gitlab-org/gitlab-ee/issues/5781#note_101056335)
