When performing quick action, text comments should be added first

Right now, when you use the /promote quick action, the promotion sometimes happens first (with the system note added on the issue), and then any text comment is added. This should not be the case. The text comment should be added first, and then the promotion should happen with the system note.

This should be generalized (as part of the scope of this issue) for all quick actions.
