The User and IP Rate Limits -> Configure limits for web and API requests option in the admin ui needs a whitelist option for specified endpoints

We applied the rate limiting options in the admin ui and ended up throttling our own runners

• Configure Configure limits for web and API requests in the gitlab.rb file
• List endpoints that do not get rate limited
