Snowplow-track quick actions usage

I think we should track quick actions usage, since it forms a large part of GitLab functionality. Since by nature quick actions are not super discoverable, this would go a long way to help us understand their usage.

Furthermore, many quick actions have UI counterparts, but some do not. Quick action usage would also help us further design improvements to their UI counterparts.

Can we track quick actions usage in Snowplow?
