Separate issue board actions

Problem to solve

Currently the top row on issue boards page in EE tries to be two things:

  • operations on the list of boards / board itself
  • operations on the content of the board

This implies the actions "New board" / "Delete board" are currently quite hidden and moving them out of the dropdown would make the row very crowded.

Proposal

Separate the two contexts into two rows:

What does success look like, and how can we measure that?

  • "New board" / "Delete board" actions are easily accessible
  • filter field is still usable on small screens
