Move Elasticsearch Integration to Operations Settings

Goal

We plan to create an Operations section of the Settings screen, which would host settings for things like logging, tracing, and metrics. We should plan to move Elasticsearch as well

Proposal

Based on the current designs we should add a section for Elasticsearch, for now, we wont have any settings we can change, however, we should probably add an indicator which informs the user if ES installed, and if not we should consider to:

1. Add a link for the installation section in Gitlab
2. Installed it directly from there
