Broken master in ./ee/spec/features/epics/shortcuts_epic_spec.rb

In https://gitlab.com/jlemaes/gitlab-ee/-/jobs/123169946, we see a failure in ./ee/spec/features/epics/shortcuts_epic_spec.rb:

  1) Epic shortcuts pressing "r" quotes the selected text
     Failure/Error: expect(find('.js-main-target-form .js-vue-comment-form').value).to include(note_text)
       expected "" to include "I got this!"
     # ./ee/spec/features/epics/shortcuts_epic_spec.rb:48:in `block (3 levels) in <top (required)>'

I can confirm this fails locally. Most likely this broke from https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/23096.
