Improve project search on Ops Dashboard

We should improve the project search on the Ops Dashboard:

• Once the cursor is in the text box, show autocomplete results
• Prioritize the results by frequency of use by the user
• Filter the results by showing those available for use first (https://gitlab.com/gitlab-org/gitlab-ee/issues/7978)
