Projects in Gold subgroups can't be added to operations dashboard
Summary
Adding a project within a subgroup fails with Unable to add <project>. The Operations Dashboard is available for projects with a Gold subscription., despite parent group having a Gold subscription.
Steps to reproduce
- In a Gold group, create a project within a subgroup
- Add that project to the operations dashboard

Possible fixes
The subgroup's billing page suggests that it inherits the plan from the parent group, though in admin, the subgroup is technically on the free plan.
