don't count guest users to license limit in Entreprise plans

This feature is already available in ultimate plan after #5693 (closed) but it would be interresting to extend it in other plans. In my case it would allow me to handle an opensource project with specific features for entreprises using an open core business model. Guest users would allow me to keep the dev internally while allowing people to open issues.
