Vertical separator in top bar not present when Instance Metrics is disabled

By default, when Instance Metrics and the Ops Dashboard are enabled, we show a vertical separator:

However when Instance Metrics is disabled, as it is on GitLab.com, the vertical separator between the icons and the text disappears:

We should add this back, to provide a little more visual separation between the two.
