Cannot initially assign a Merge Request to an approver

A merge request cannot be assigned to someone who is an approver on creation

When creating a new merge request it cannot be directly assigned to someone that is in the list of approvers. When the merge request is created or edited. The quick edit on the right side does allow to assign it to an approver.
