Improve UX of Ops Dashboard when CI/Alerts/etc are not used

Right now on the Ops Dashboard, when a project is added that does not make use of many Ops features, the UX can be confusing:

  • We hide other content, like the CI pipeline information, since there are no pipelines
  • We do not hide the alert status, even if there are no configured alerts

We should look to improve how the project cards render when they aren't using ops features.
