Add usage ping for Package Management

We should add telemetry for the usage of our package management features. Data points we should add:

• Projects with at least one package uploaded

Since we have Package Management on by default going forward for new projects, it's not that valuable of a data point but it's easy to add. Therefore we should also track how many are actually using the feature.
