Introduce unauthorized field to the Operations Dashboard API

Problem to solve

Currently, we use invalid for both invalid projects (e.g. invalid project id) and projects without a valid gold subscription.

Proposal

Add unauthorized field to the API of Operations Dashboard to differentiate between invalid projects and unauthorized (no gold subscription) projects.

This issue requires work from backend and frontend.
