Custom project template settings empty state

When a user does not have a license that permits the use of custom project templates, visiting the admin settings for this feature will lead to an empty page.

We should show a promotional empty state to explain the benefits of custom project templates in an attempt to convert any users that need this feature, or we should hide the templates button from the side nav and 404 the route for those without the appropriate license.
