Batch comments: link to pending comment

When reviewing code, it is nice to be able to link to other review comments for duplicate review points or further explanation.

With the batch comments feature (which is awesome!), we likely can't link to a pending comment before they are posted because there is no reference to the resulting persistent record created for each pending comment before submitting. Maybe we just don't want to promote this and want to formally accommodate this use case?

I would love to be able to link to other review comments before I post the batch comments.

I'm not sure on the best approach but trust that BE can find an appropriate solution.

Could we create a temporary reference on the client side that is sent with the batch comments, or maybe in the markdown, that then is permanently replaced for a true reference to a real record or swapped out on render?
