Add subscription information to personal billing page

In #7772 (closed) we updated the group-level billing page to include a table that includes usage and billing information. Much of the information in this table is related to the nature of groups, so it's not relevant to personal namespaces.

This issue will be dedicated to the redesign of the user-level billing page to align it with the one from groups.
